Administrative user only license

Hello,

I was wondering if there is a way to have the ability for a IT Technician to manage Password Hub Business without having to allocate a paid license since it`s only to manage Password Hub Business for a client and not to use the product itself? Otherwise our client needs to pay at least one license per technician just for management.
