Tags search - order matter?

Hello

One of our users reported that when a entry has two tags, and you search for it (include tags enabled) you can find the entry when you search on of the tags.
When you use both tags to search for an entry, the order of the tags have to correspond to the order that the tags were assigned to the entry.

Is this behavior expected?
It is present on Linux as well as on Windows.
