Unable to add attachments

I've created a new entry and wish to attach a document.
I do not have the option.
Verified with several other users that the "+" is not available in the upper right corner of that interface.

Edit: Can see it when using admin controls to go to the web based console vs the desktop hub app.


Please advise.
