Regarding the line "...requires a database update"

Is the database still accessible by 14.x? I'd like to test the beta but can't expect all my colleagues to upgrade.

Hello,

Installing RDM 2019 will indeed update your database, but this database upgrade is compatible with RDM 14.
However, it is not with lower version like RDM 13, 12, ect... you would need at least RDM 14 and up after the database upgrade performed by installing RDM 2019.
