non-modal shared templates list

While working around the SUBMIT bug, I had to switch back and forth between the session tree and my shared templates. So I came to wish that the shared templates would be a non-modal dialog that I wouldn't have to close and re-open so many times, or better yet, a floating/dockable UI view.

Background: I'm using the Host + linked Template concept a lot in my growing setup. Due to the many subtle differences in browser login forms on the various devices that we manage, there are a lot of templates to maintain now.
