PowerShell Universal on offline system

PowerShell Universal supports offline licensing, so the failed update or external connectivity check alone would not be expected to prevent PSU from running when an offline license is being used.

To narrow down what is happening during the first run, could you please confirm the following?

1. The exact 2026.3 build you are testing.
2. How PSU is hosted: MSI / Windows Service, IIS, ZIP, or another method.
3. Whether the browser is running directly on the Windows Server 2022 system or from another machine.
4. Whether you are using an offline license or attempting the Devolutions Account / Developer License flow.
5. Whether the Universal.Server process remains running while the page shows "Connecting" or "Reconnecting".
6. The first relevant errors shown in the browser Developer Tools Console when the issue occurs.

If you are hosting PSU in IIS, please also confirm whether the WebSocket Protocol Windows feature is installed, as it is required for PSU when hosted in IIS.
