Allow filtering health check via API parameters

I the previous version of PSU we used the /api/v1/health/status endpoint to report issues on our Zabbix dashboard. It would appear that with the new version the CPU health check is triggering a high CPU utilization warning/error almost every time it runs. It would be nice if we could filter out those health alerts via API parameters and/or disable specific health checks completely.
