Allow filtering health check via API parameters

I the previous version of PSU we used the /api/v1/health/status endpoint to report issues on our Zabbix dashboard. It would appear that with the new version the CPU health check is triggering a high CPU utilization warning/error almost every time it runs. It would be nice if we could filter out those health alerts via API parameters and/or disable specific health checks completely.

@realslacker Sounds like a good idea. I think more control in general would be good, like setting CPU limits or polling intervals or something. I've opened an issue in our tracker for it and will update this thread when we have it implemented or if we want some feedback on the design.
