Allow users with the Password Policies permission to edit generator templates

We noticed that only administrators can currently create or edit password generator templates/policies, even for users who have been granted the "password policies" permission, which seems intended to allow exactly that. One of our users mentioned that this was possible for non-admins before.

Could this be restored/enabled so that users with the appropriate permission can actually manage password generator templates without needing full admin rights?
