Portal - Add Unauthenticated App

We have an app that contains some basic utilities (ex QR Code generator), so we don’t require authentication. Authenticated apps are able to be added to the portal. Is there a built-in way to add unauthenticated apps to the portal for all users or do I have to create a custom widget?
