Hebrew export-csv

Hello,
When I try to export Hebrew data to csv it shows:
[Information] - Set-ADUser UserName -replace @{ Department = ׳©׳™׳¨׳•׳× ׳×׳׳•׳ ׳•׳× ׳׳™׳©׳™׳•׳× }

instead of hebrew.

Hebrew language is installed on the server
When I copy the file to my computer it shows hebrew like above

I use export-csv -encoding UTF8
I try to execute the script using PS5, PS 7.2.7 and with the integrated environment, but none of those exported the csv in proper Hebrew language
