4.0.1 script tag problems

We are getting problems with our script tags after upgrading to 4.0.1.

When we click settings on any script with a tag we get:



And if we try to add a tag to a script without a tag, it say setting saved but the tag never appear.

We use the zip files upgrades without appsettings.json and web.config on IIS
