Add/expose “Certificate Generator” tool under Tools

Please add/expose the Certificate Generator tool in RDM Linux, under Tools (matching Windows).

Current behavior
Certificate Generator is available in Windows Tools but not shown in Linux Tools.

Expected behavior
Certificate Generator should be available on Linux in the same place and with comparable functionality.

Why it matters / impact
Users lose a utility they rely on in Windows, causing platform fragmentation.
