Improve "Seal" functionality.

I like the Seal functionality but I'd love if one could select whom to inform, when a sealed entry is unsealed, and add some descriptive text as well.
I might have certain passwords that I'd normally never use, but need to access from time to time (without anyone approving the request) which requires my boss to be informed that the password has been viewed and why I needed to view it.
My boss is obviously not an administrator as he doesn't require those type of rights.
