Conditional Access Policies Report

Currently the available reports only show if the conditional access policies have denied the login.
I would like to create the rules but leave the default action as allow access then I can check if the rules are being applied correctly or not without the danger of not allowing people to login.
Then when I am comfortable that it is doing what I want it to do, then change the default action to block.
A report that shows permitted and deny actions on the Conditional Access Policies would be helpful doing this
