Multi Faktor TOTP

We have local users on the Devolutions server. If I go to MultiFactor for the user and enter TOTP there and check the box “Configure later by user”, the user has no possibility to set his 2Factor himself.
Where is it possible for the user to do this himself?

I think the configuration you set is right, but you might be missing Conditional Access Policy ( https://docs.devolutions.net/server/web-interface/administration/configuration/server-settings/security/conditional-access-policies/ )

If this is not it, please provide us with your DVLS version.
