Scheduled report for DVLS PAM accounts failing syncronization check

Hello,

Currently DVLS PAM notifications can send an alert every time a PAM account syncronization check occurs indicating whether it was a success of failure.

Generally there is no need to be notified of a syncronization success, its only when it fails that an alert is useful.

Additionally, instead of a seperate alert / email for every individual account, it would be more effecient to have a report of all the accounts within a vault that have a failed syncronization status.

The use case for this is to be able to reguarly send a report of all accounts with failed sync status to the different owners/managers of various vaults.
