Password Hub needs to introduce Secret Vault Extension

Powershell Secretmanagement is GA and leading competitors have extensions available to use (https://devblogs.microsoft.com/powershell/secretmanagement-and-secretstore-are-generally-available/). Password hub shall have one as well.
