What DVLS version are you using?
In the latest DVLS version 2020.3.x, all administrative pane buttons will open the DVLS web interface. I would then recommend you to directly connect on the DVLS web UI for administrative features.
I will investigate further more for this problem and will keep you posted.

About upgrading your DVLS instance, you can use the DVLS Console command line interface. Here is a sample command.PS C:\Program Files (x86)\Devolutions\Devolutions Password Server Console>.\DPS.Console.CLI.exe server upgrade --dps "Default Web Site/dps" --zip "C:\temp\DPS\DVLS.2020.3.17.0.zip" --accept-eula -quiet -verbose

Thank you for your time on trying that internal build. You can install back the official DVLS Console version 2020.3.17. We will investigate further more about that issue.
As mentioned previously, the DVLS Console CLI would be better to upgrade your instance on a Windows Core machine. For further information about the CLI, please see the following article.

Hello,
The issue has been solved in DVLS Console version 2021.1.5 that should be soon released.
If you click on one of the buttons in the Administration tab, you will get a prompt that the URL can't be opened on the Windows Server Core.
