RDM 2019.2.24.0 client generation always ends with an error "terminated abnormally"

Generating the RDM 2019.2.24.0 client via https://rdm-online-services.devolutions.com/custom-installer always ends with an error, see. below. We need to use the latest version of 2019 in the company, but it doesn't work. What solution should we use?
