Is there a way to install 2019.1.38 with 2019.1.39 present on the system ? When I run setup it halts and reports that a later version is already installed.

It would not be possible for you to perform this action. You would need to remove RDM 2019.1.39.0 first.
If you have difficulties removing it, please use this application from Microsoft to remove it

Prior to removing the current installation, what is the best way to back up my current configuration so that I can restore it ? "Export All (.rdm)" or is there a better way?

I would recommend backing up the entire RemoteDesktopManager folder located in %localappdata%\Devolutions.
If you are using a local data source, the connections.db file will also be located in that folder.
