Company Notification scrolling ticker bar in RDM to make special announcements

We are a small but growing IT hosting company and RDM has become our centralized HUB of session communication between our teams. We use the session statuses to share important information with other team members specifically related to that session but I was wondering if you could incorporate scrolling message bar like old stock market ticker bar that would allows us to broadcast team messages to all RDM clients.
Examples:
We could broadcast new customer going live.
Team mates birthday.
Major upgrade on this customer system stay alert.
Maybe only the RDM administrator could add messages and set time frames they will scroll for and maybe allow client users to submit banner messages to the administrator to include.
The idea is to have a live dynamic notification system that is not just a static link to static list of notifications. Example "Birthday cake in the kitchen for Sally" scrolling across screen in RDM console. I know we use Skype and other IM notifications I just thought it would be cool to include something dynamic in RDM console.
I hope this request makes sense and gets some traction. I see it as another reason to use RDM on top of the thousands of other reasons.
